Project Starling is a planned commercial-scale e-sustainable aviation fuel (e-SAF) facility in Workington, UK, being developed by Carbon Neutral Fuels in collaboration with Topsoe, following a Front-End Engineering and Design (FEED) agreement to deploy Topsoe’s solid oxide electrolyzer cell (SOEC) technology. The project will use roughly 120 MW of renewable electricity to produce high-efficiency green hydrogen for e-SAF production, targeting approximately 25,000 metric tons of fuel per year. This would represent the first commercial application of Topsoe’s SOEC systems in SAF, supporting the UK’s SAF mandate and broader decarbonization goals, with construction targeted around 2028 and operations expected by 2031, subject to a final investment decision.
