Filer City Biomass CCS
NorthStar Clean Energy is advancing the Filer City Biomass Carbon Removal and Storage (BiCRS) project in Manistee, Michigan, which would convert the existing 70 MW TES Filer City coal-fired power station to operate on 100 percent sustainable biomass while adding a large-scale post-combustion carbon capture system. The project is designed to retrofit the plant with carbon capture, compression, and balance-of-plant infrastructure to enable pipeline transport and permanent geologic sequestration of captured CO₂, transforming the facility into a net-negative emissions power generator A DOE-supported FEED and techno-economic study confirmed the technical feasibility of achieving greater than 95 percent CO₂ capture using Babcock & Wilcox’s SolveBright post-combustion capture technology, while maintaining up to 25 MW of net power output. At full operation, the facility could capture more than 70 metric tons of CO₂ per hour from biogenic flue gas streams, positioning the project as one of the first commercial-scale biomass-based carbon removal facilities in the United States. The project development team includes NorthStar Clean Energy as owner and developer, Babcock & Wilcox as carbon capture technology provider, Sargent & Lundy as FEED engineer, and GTI Energy supporting community engagement and benefits planning
