Howard Javelina Blue Hydrogen Project
Howard Midstream Energy Partners (HEP), in partnership with the Port of Corpus Christi Authority, previously proposed converting the Javelina refinery services facility into a blue hydrogen hub by capturing hydrogen from refinery off-gases and supplementing production through steam methane reforming. The concept targeted approximately 60 MMcf/d of hydrogen production and included carbon capture systems designed to prevent CO₂ emissions, with options for utilization or permanent geological storage along the Gulf Coast. Supported by strong pipeline connectivity to regional refineries and access to Permian and Eagle Ford natural gas supply, the project aimed to expand hydrogen availability for refining operations, local industry, and potential export markets while positioning the Port of Corpus Christi as a CCS hub. The blue hydrogen development was ultimately cancelled and did not advance to execution. Separately, Howard Energy Partners continues to operate the Javelina Recycling Facility, which collects and processes refinery off-gas streams from multiple Corpus Christi-area refineries and converts otherwise flared or vented emissions into usable products. Through participation in the Coastal Bend Carbon Management Partnership (CBCMP), the facility supports regional carbon capture and sequestration initiatives while enabling carbon utilization pathways. Captured waste CO₂ from Javelina is supplied to Infinium’s adjacent electrofuels facility, where it is used as feedstock to produce ultra-low-carbon synthetic fuels, demonstrating an integrated CCUS model combining emissions recycling, industrial symbiosis, and low-carbon fuel production.
