HEPCO
Tomato-Atsuma Power Station CCS
Mitsubishi Heavy Industries (MHI) has been commissioned by Hokkaido Electric Power Co. (HEPCO) to conduct Front End Engineering Design (FEED) for a CO₂ capture plant at the Tomato-Atsuma Power Station, which will capture up to 5,200 tons of CO₂ per day—making it Japan's largest planned facility of its kind. The project will utilize MHI’s proprietary CO₂ capture technology and is a precursor to future equipment installation. HEPCO, in collaboration with Idemitsu Kosan and Japan Petroleum Exploration, has also signed a contract with JOGMEC to design a carbon capture and storage (CCS) project in the Tomakomai region. The initiative aims to store 1.5 to 2 million tons of CO₂ annually by 2030 in deep saline formations, with Tomakomai designated as Japan’s first official CCS zone under new legislation.
