Votorantim Cimentos España (the Spanish subsidiary of Brazilian Votorantim Cimentos) is developing a large-scale carbon capture, utilization, and storage (CCUS) installation at its Toral de los Vados cement plant (operating under the local Cementos Cosmos brand) in the El Bierzo region of León province, Castilla y León, Spain. The plant has an annual cement production capacity of 1.6 million tonnes, and the CCUS installation will intercept and liquefy CO₂ directly from the cement kiln's flue gases. The project carries a total budget of €284.6 million, of which €119.6 million (~$136.4 million) was awarded on June 24, 2026 by Spain's Ministry of Industry and Tourism (via SEPIDES) under Line 1 of the PERTE de Descarbonización Industrial, the country's EU Next Generation–backed industrial decarbonization program (Plan de Recuperación, Transformación y Resiliencia).
